I'm about to tackle this question too. Our lecturer gave us notes re directive words and how they expect us to answer when this word is used.
Evaluate basically means
* form a judgement about the strengths and weaknesses/ advantages and disadvantages
*Gather information to show the effectiveness of something
* Give your personal opinion, supported by evidence
I was going to use each of these then go down the policies individually and take it from there.
