Default Food Hygiene

I'm having discussions with a friend and wondering if someone could clarify for me what food hygiene would be necessary in a setting that only provides free cow's milk for children - the children bring their own snack and lunch which is stored on shelves in each room . I'm guessing there would be a need for the fridge (where the milk is stored) temperature to be checked regularly but I'm not sure if the snack and lunches would have to be refrigerated or if anyone working their would actually need food safety as there is no direct food preparation (unless cow's milk counts, which it might if you see what I mean) ? I hope this makes sense :)
