I would have said...

"I feel that safeguarding children and child protection is vital in a childcare setting. Anyone who works with children should have a duty of care to protect the children within their care and to ensure that they are safe from harm. If I had any concerns about a child's welfare then I would speak to the appropriate safeguarding officer, this of which will be confidential and only shared with people on a need-to-know basis."

Now to think about that and write it i'm alone and not put on the spot and understand the question they ask but in the same situation as you if i was actually there my nerves probably would have got the better of me lol. But yea in future maybe write down the answer to possible questions they may ask include important ones such as this one. and just go over them in your head or get a work colleague to pretend to be a interviewer. that's what I did and it helped a little. But i understand about the mind blank thing i get that all the time when put on the spot.
