Default Snack/break routine

We have been advised to try and get children to become more independent in break/snack routine. This involves pouring own milk/water and spreading butter on bread/toast. Have got jugs sorted and am now looking at knives what would you advise I use as ordinary ones could cut if run up the finger on tongue when we are not looking. Would picnic plastic work? Don't want children's knives as they are not real enough I think.
