I don't know the context of your question, but if it is asking you about implementing change in the environment - that is a term for 'everything' - so do you have anything in place in case there is a concern/incident for the settings enviroment ?
What if you were at work and the children went down 'like flies?' you may not have had anything like this happen before, but do you have anything in your policies or procedures, so you know what you are all going to do and have you decided who is doing what?
Every setting has health and safety policies and carry out fire drills, with each staff member knowing their own duty/responsibility - just adapt this scenario to other issues/concern.
They may be unlikely events, but what would happen if a near by tree fell onto your building's roof? You would probably have to evacuate - look at your setting's critical incident policy.
What if you had (and hadn't before) a wheelchair bound child about to start at your setting how would you go about enabling that child to attend your setting? Would anything need to be adapted?
You are not expected to know absolutely everything, but your setting must have something in place to deal with implementing change (or possible change) in the enviroment.
Change is anything that doesn't stay the same, so yes if anything needs changes big or small your staff meetings, questionaires and consultations answer will be correct - I just don't know your course or specific area that you are being asked about.
