you are quite right - the new regulation covers the fact that toys containing magnet/s pose a risk, and as such should be labelled accordingly.

This shifts some responsibility of accountability to the consumer - should the toy be accessed by children under 14yrs.

Safety checks, testing, design, manufacture .. are some of what enable us to make good decisions .. purchasing, disposal and ongoing risk assessment.

It becomes an enormous financial burden and has a huge negative impact on provision of activities when considering the removal of .. eg. magnetic numbers & letters, wall fixings - magnetic memo holders, role play jewellery, fishing games & other construction toys ..
