I quite like the definition Wikipedia has for the word Framework ..

Do you have access to policies and procedures that you can read through ? They can underpin alot of the philosophy of a groups working practices and can also be used to evaluate how easy it is for someone to walk in, ask a question and be given a constructive answer.

The content may also give information explaining how the group supports inclusion and anti discriminatory practices.

Routines, activites planning & paperwork can also form an inclusive part of a framework. When looking at anti discriminatory its always good to see what it means by discriminatory .. this is an image search for illustrative based discrimination issues - Discrimination Cartoons

Other things that could be built into a framework to support inclusion could include:
Newsletters and Meetings
Feedback and Survey questionnaires
Complaints procedures
Fundraising policy & Promoting equality
