What are the circumstances and rationale for the use of formative and summatice assessments

I think this question came up previously. I wrote about the reasons for using each type of assessment ie Formative assessment would be observations or diaries etc and summative assessments would an evaluation or profile, something which has a summary or conclusion like policies and profiles.
