After the Victoria Climbie case what changes were made to safeguarding legislation to safeguarding children?

Victoria climbe died tragically at the hands of her Aunt in the year 2000
The response to her death prompted the biggest shake up review of safeguarding procedures in the UK
Lord Laming was asked to conduct a review into Victoria's case which resulted in 108 recommended changes being made to the then, safeguarding children regulation. Many of these recommendations were adopted into the Children Act 2004

The 2004 act put in place a Children's commisisioner in England - currently Dr Maggie Atkinson
and established Local Safeguarding Children Boards

The Birchard inquiry into the deaths of Jessica Chapman and Holly Wells in 2004 caused the tigtening up of the criminal record checking procedures - now DBS process and safer recruitment guidance in an attempt to ensure only suitable people worked with children, young and vulnerable people.

In August 2007 the death of Baby Peter Connelly caused Lord Laming to return and conduct another review.
This review then introduced an additional 58 recommendations. One being to set targets for safeguarding. As a result a Safeguarding children unit was set up in 2009 but in 2010 was 'scrapped due to 'the freeing up of resources'

In 2012 the death of 4 year old Daniel Pelka sparks controversy as local failings with safeguarding procedures are once again highlighted.

Hi i wrote a little on this case and how it has effected partnership working within safeguarding.

Professionals need to work effectively in partnership with other agencies and organisations this is vital and unfortunately the importance of this has come about from professionals failing to protect Victoria Climbie who sadly died in 2000. Her death was preventable as doctors, police and social workers that came into contact with her had concerns, however the doctors discharged her back into her abusers care and presumed that the social services would investigate. The social services were best described as incompetent and Victoria’s social worker felt unsupported by her supervisor and described her colleagues as conflicted. The police also failed to fully investigate Victoria’s home although close family members and Victoria’s childminder raised their concerns. Following this case lessons were learnt and recommendations were put into place to prevent anymore tragedies like this happening, where successful partnership working for safeguarding should have stepped in a lot earlier to avoid this abuse taking place.

In the aftermath of her death and the court case convicting Kouao and Manning of murder, Lord Laming was instructed to undertake an iquiry into the circumstances leading up to Climbie's death and make recommendations on how the system should change.

As a result of this report the government published a green paper entitled "Every Child Matters" and consequently passed the Children Act 2004. The changes it put in place included scrapping child protection registers in favour of child protection plans and creating an integrated children's computer system (ICS) to ensure information was more routinely and robustly collected.

Structural changes included creating the post of a director of children's services in each council who would ultimately be accountable for the safety of all children in their area. A common assessment framework was created so practitioners within health, education and the police could instigate better support for families not deemed to reach child protection thresholds. Local safeguarding children boards were also set up taking on the responsibility for multi-agency child protection training and investigating the causes of deaths and incidents of serious harm which may have been preventable in their area
