This guide can be used in connection with any establishment that has a plan in mind or in operation ...


Just starting out - paperwork collation ....
Introduction


Operational plans are a reflection of everything you offer within your group

and that is, as you’ll find pretty huge !!

As you build and develop your own OP use it to provide a point of call, a source of reference and to promote your entire working ethos.

To ensure regulatory compliance use nationally available documents to checklist what may and may not be required:

 Creating your Operational Plan - from Devon.gov.uk
This excellent resource is guided by the 14 National Standards of care - which will be replaced by EYFS as of 1st September 2008.
Please note that the guidance on devon.gov.uk will need amending to reflect the new curriculum for 0 - 5 yr olds.  


Tips on getting started:

1 Gather together all your paper based provision: policies – procedures, certificates, letters, leaflets..
2 Begin to think of routines, procedures and ways of doing things that may not be written down .. these are details that will help you prove and evidence your work.
 Keep a note of these titles/routines to discuss at a meeting or with others later ...
3 Which named categories would each of these and your paperwork document titles fit most suitably in: for example - how we run the group / making sure the room is safe / how we make sure everyone is happy / how we speak with parents / what toys we have - how we make sure the resources and toys are safe /  how we buy new items ..

Please note
 that these titles are suggestions – yours will need to reflect your own words and thinking on how your group provides a Preschool / Early Years service to the Children and extended community - where possible use category titles relevant to the type of setting / standards already in place.

4 Optional - Make a BIG space on a desk / table and take a deep breath ….
5 Start listing / placing / entering the document titles either onto paper or PC / computer 
6 Gradually, you will see how your provision is developing and in what areas.
7 With this information, start forming objectives - what do you see happening: now and in the furutre and how do think these things are possible - what is involved to make them happen.
8 With your category titles decided on - evaluate the information/documents to see ..
 
---- If current provision is greater in one area than another and look at how all areas can be developed to reflect a balance 
---- What has been: Do you know what your group history is and its place in the community - how has this influenced your Preschool's direction and how are things progressing .. 
---- What might be missing at the moment and what may need adapting  ..
---- Where can more information be found and who may like to take on the roles and responsibilities associated with that.

 Keep a 'random notes pen & paper to summarise over later ..

9 Where necessary create more titles and file any associated evidence beneath them ..
10 Amend, edit, revise and reflect as appropriate .. 
11 Discuss how to store your operational plan - who has access to it - why and when

 Enjoy putting your plan together - it can be done individually, as a team or as part of an ongoing project of internal / external stakeholders



 
 Each group is individual – and this is what can be evidenced throughout all development stages of your plan and be welcomed by the readers of it ..

Linking Provision to Requirement.

There are very many formats in which your operational plan and ongoing planning can reflect national requirements.

Linking practice to documentation where eyfs is not a consideration of your Group / Country these continue to be countless.

By inserting tables, columns, check boxes or other areas for additional information your Operational plan can link to : 

 ECM Every Child Matters: the 5 Aims and Outcomes of the Government agenda

 EYFS – the 4 Principles
 EYFS – the 5 Welfare requirements
 EYFS – the 16 elements – 4 elements for each EYFS Principle
 EYFS – the 6 Stages of Development – age related
 
 The six areas of learning and development – Early Learning Goals
These are an integral part of EYFS but also stand alone in duration of publication – they are underpinned by the 4 Principles of EYFS and are very closely connected to ECM.

 The Un Convention on the Rights of the child. 

 Your own provisional standards or combination of: personal + state  / national: please see below ..

As noted above the linked formats for operational plans of this nature are vast. Individual Groups and Settings that are currently developing their own learning plan agendas for service provision are pathfinders for the future - although that stands as a personal opinion..
